When living for just over a month is Paris before starting a job. I didn't have much money, but I did have a lot of time and books. Here are some places I would go to read, all free (minus the Louvre).
Great park to escape from the bustle of the city. Like a little slice of nature in Paris with rolling hills, rocky cliffs, and fake waterfalls.
Amazing works of life-size art, potted plants, and one of the most beautiful skylights in the world. Hang out on a bench as everyone rushes past you.
The oldest square in Paris. Surrounded by beautiful buildings built by royalty, the well manicured trees and fountains makes it a great place to peoplewatch.
If it's summer, head down to the Seine and put your feet in the sand. The only thing missing is the swimming.
Watch the boats go by from this pedestrian bridge (with trees!) in the heart of Paris.
A wonderful stretch of lawn by the Eiffel Tower that's just perfect for a picnic with friends at sunset.
A huge park in the 12th - 3 parks in 1, there's a lot to see - gardens, sculptures, people skateboarding, others playing soccer/football.

My favorite "people watching" find from my last trip to Paris: La Grande Mosquee de Paris. Good luck finding it let alone the entrance into the tea garden, but once you do, it feels like walking into a hidden pleasure den. Beautiful people smoking hookahs, sipping sweet mint tea. Go at dusk when the strings of xmas lights in the trees are on. Get the baklava and chill. and yes, this is all part of a real functioning mosque (you can even go in to take a look around)
I heart Les Invalides, just a hop skip and a jump from the Rodin Museum in the 7th Arrondisment. If you walk over to the side near Rue Fabert you might catch the rollerblade guys circling tiny orange cones in tight short shorts. Ah, Paris!
I must add the requisite Jardin du Luxembourg and Parc Citroen aussi! Both great for reading, watching, wondering, and wandering.

People-watching is what Parisians do best, so this guide is great!! When I lived there it was definitely a simple yet entertaining past-time. I would suggest you add the grassy areas of Le Sacre Coeur... although it is a bit of a bother to get up there and can be very touristy... nonetheless it's a good spot to people watch :)

What a creative list -- makes me want to throw a couple of Murakami novels in my backpack and spend a week reading in Paris. Now if only the dollar were a little stronger...
