El Camino del Mar
Grab a bench in the trees and snuggle up with a buddy one cold afternoon for some snogging and a view.
MakeOut Peak
Ignore the usual tourist railing and walk up the lone peak just to the south for stellar and secret views, and a quick snog!
MakeOut Room
With a name like this how could you not suck some face? Plus the drinks are great and the crowds so thick no one will notice your gross PDA.
Bernal Heights Park
Like MakeOut Peak just a little easier to get to and a bit more isolated. Sit down, lean back and say something stupid about the stars - that'll work :)
Avenue of the Palms
You haven't really seen San Francisco until you've laid on the grass across at Treasure Island. Stunning views, snoggability 10+.
Ocean Beach
Park on Lower Great Hwy, walk across to the beach then find a quiet spot in the dunes. Snogging or dancing at sunset in The Sunset gets no better.
Corona Heights Park
Central to the Castro, Duboce Park and The Haight, this place offers breathtaking views and superior snogging opportunities.
Crissy Field
You see all that lawn? Yeah - it's for mackin'. 400 acres of pure mackin lawn. I've taken your recommendation to heart and made out all over it - so should you.

I have to recommend the ocean-side cliffs just north of the Cliff House too -- crashing surf, lightly traveled path, never closed...
